Legal facts

A civil acts registration body establishes the following legal facts:

  • Birth of a person at a certain time and in a certain circumstance;
  • Death of a person at a certain time and in a certain circumstance;
  • Registration of birth;
  • Registration of death.

An application may be submitted to any territorial office of the Public Service Development Agency or Public Service Hall.

A decision on the establishment or refusal to establish a legal fact shall be taken within one month after the submission of application.

The civil acts registration body may extend the term of review of application for an additional period of one month if it needs to establish the circumstances that are important for the consideration of the issue.

The establishment of legal facts is free.

Rule of issuance of duplicates of civil acts registration certificates

    • Civil acts registration certificates are issued to persons whom corresponding civil acts are registered to;
    • Certificate of death is issued to any person;
    • Civil acts registration certificate drawn up in the name of a deceased person is issued to his/her heirs;
    • Birth certificate is also issued to parents, adopters, guardians, custodians, guardianship and custodianship institutions;
    • Civil acts registration certificate may be issued to any person on the basis of notarized power of attorney;

    A civil act registration certificate may be obtained in any branch of Public Service Development Agency or Public Service Hall.

Amendments, corrections and/or addenda to civil acts

  • Application for the amendment, correction or/and addenda to a civil act may be submitted by a person whom a relevant civil act is registered to;
  • Parent/adopter may apply for the amendment, correction or/and addenda to that part of child/adoptee’s civil act, which concerns the data of parent/adopter;
  • Amendment, correction or/and addenda to a civil act registered in the name of a minor aged under 18 or an incapable adult may be made on the basis of application of parent, adopter, guardian or custodian;
  • Amendment, correction or/and addenda to a civil act registered in the name of deceased persons may be made on the basis of application of any person.

A person may apply for amendment, correction or/and addenda to a civil act to any branch of Public Service Development Agency or Public Service Hall.

Certificate of no impediment to marriage

A certificate of no impediment to marriage is issued to citizens of Georgia as well as stateless persons in Georgia wishing to get married abroad.

A certificate of no impediment to marriage may be obtained in any branch of Public Service Development Agency or Public Service Hall.

Documents required

  • Document certifying identity;
  • Document certifying termination of previous marriage (if applicable).
