Passport of citizen of Georgia

Passport of citizen of Georgia is a proof of identity and citizenship of a person inside and outside Georgia. Passport is a property of Georgia and is issued to citizens of Georgia of any age to enable them to exit Georgia, travel abroad and enter Georgia. Responsibility for keeping a passport and using it accordingly lies with its legal holder.

Biometric passport

In contrast to an ordinary passport, a biometric passport includes an electronic microchip which contains a holder’s personal data, electronic photo and fingerprints. Biometric passport is a high-tech counterfeit-resistant travel document.

Biometric passport ensures full identification of a person and eliminates possibilities of forging the official document. The transfer onto the system of biometric passports significantly enhances the reliability of documents issued in Georgia.

Getting passport of citizen of Georgia

A biometric passport is issued in any branch of the Public Service Development Agency or Public Service Hall.

Required documents:

 

  • ID card (original);
  • Two color biometric photos (photos may be taken in branches of the SDA or Public Service Hall for 3 GEL per set);
  • Receipt certifying the payment of service fee – 100 GEL;
  • In case of renewal, a previous passport.

Passport to an adult is issued for the term of 10 years.

Passport of citizen of Georgia to persons under 16 years of age

A biometric passport is issued in any branch of the Public Service Development Agency or Public Service Hall.

Required documents:

  • Birth certificate (original);
  • ID card (original), if a person has turned 14 before the issuance of passport;
  • Consent of both parents to the issuance of passport (a form of consent is filled out at a branch of the Public Service Development Agency, Public Service Hall or a public notary bureau);
  • ID cards of both parents (original);
  • Receipt certifying the payment of service fee – 50 GEL;
  • Two color biometric photos (photos may be taken in branches of the Public Service Development Agency or Public Service Hall for 3 GEL per set).

Note: A person who turned 14 may apply for a biometric passport.

Passport to a person under 16 years of age is issued for the term of three years.

Passport of citizen of Georgia to persons aged 16 - 18

Biometric passport is issued in any branch of the Public Service Development Agency or Public Service Hall.

Required documents:

  • Birth certificate (original);
  • ID card (original);
  • Consent of one of parents to the issuance of passport (a form of consent is filled out at a branch of the Public Service Development Agency, Public Service Hall or a public notary bureau). If a minor aged 16 – 18 is officially married, he/she does not need a consent of a legal representative to get a passport;
  • Two color biometric photos (photos may be taken in branches of the Public Service Development Agency or Public Service Hall for 3 GEL per set);
  • Receipt certifying the payment of service fee.

Note: An application for biometric passport may be submitted by a seeker of biometric passport as well as his/her legal representative.

Passport to a person aged 16 – 18 is issued for the term of three years.

Passport to citizen of Georgia staying abroad

Citizens of Georgia staying abroad are issued 32-page non-biometric passports.

A passport may be obtained in one of three following ways:

  1. A passport may be obtained through online services. When applied online:
  • Passport is ready on the second business days and either handed over to an authorized representative of the applicant or sent to an applicant via post service;
  • Fee of passport is 205 GEL.
  1. An authorized representative of applicant may arrive at a branch of the Public Service Development Agency or Public Service Hall, present a notarized power of attorney for the receipt of passport, fill out the application form on the scene and receive a passport of applicant. Terms and fees of issuance of passport are:
  • Tenth business day -105 GEL;
  • Fifth business day – 155 GEL.
  1. An applicant may apply in person at a diplomatic representation of Georgia abroad and obtain a passport with their help. In such a case:
  • Passport is prepared within a month;
  • Fee of document is 65 USD.

Travel passport of stateless person

A travel passport is issued to a stateless person in Georgia to enable him/her to exit Georgia, travel abroad and enter Georgia.

A travel passport is issued in any branch of the Public Service Development Agency or corresponding Public Service Hall.

Required documents:

  • Residence card;
  • Two color biometric photos (photos may be taken in branches of the Public Service Development Agency or Public Service Hall for 3 GEL per set);
  • Receipt certifying the payment of service fee;
  • In case of renewal, a previous passport.

Documents required to issue a travel passport to persons under 16:

    • Birth certificate;
    • Residence card (regardless of his/her age, a minor must have a residence card);
    • Consent of both parents to the issuance of passport (a form of consent is filled out at a branch of the Agency, Public Service Hall or a public notary bureau); ID card of a parent (original);
    • Two color biometric photos (photos may be taken in branches of the Public Service Development Agency or Public Service Hall for 3 GEL per set).

Documents required to issue a travel passport to persons aged 16 - 18:

    • Birth certificate;
    • Residence card (regardless of his/her age, a minor must have a residence card);
    • Consent of one of parents to the issuance of passport (a form of consent is filled out at a branch of the Agency, Public Service Hall or a public notary bureau);
    • ID card of a parent (original);
    • If a minor aged 16 – 18 is officially married, he/she does not need a consent of a legal representative to receive passport;
    • Two color biometric photos (photos may be taken in branches of the Public Service Development Agency or Public Service Hall for 3 GEL per set);

    A travel passport is issued for the term of two years.

    If less than two years is left before the expiry of applicant’s residence card, a travel passport is issued for the remaining term of the validity of residence card.

    Note: A travel passport to a stateless person, who was a holder of permanent residence card before 27 June 2012, is issued for the term of five years.

Travel document of refugee

A travel document of refugee enables a holder of refugee status to depart from Georgia (to countries other than the country of his/her citizenship, the country of former permanent residence or those countries which pose threat to the safety of refugee and his/her family), travel abroad and enter Georgia.

A travel document of refugee is issued in any branch of the Public Service Development Agency or corresponding Public Service Hall.

Required documents:

  • Residence card;
  • Two color biometric photos (photos may be taken in branches of the Public Service Development Agency for 3 GEL per set);
  • In case of renewal, a previous passport.

Documents required to issue a travel document to persons under 16:

    • Birth certificate;
    • Residence card;
    • Consent of both parents to the issuance of passport (a form of consent is filled out at a branch of the Agency or a public notary bureau);
    • ID card of a parent (original);
    • Two color biometric photos (photos may be taken in branches of the Public Service Development Agency for 3 GEL per set).

Documents required to issue a travel document to persons aged 16 - 18:

    • Birth certificate;
    • Residence certificate;
    • Consent of a parent to the issuance of passport (a form of consent is filled out at a branch of the Agency or a public notary bureau);
    • ID card of a parent (original);
    • If a person aged 16 – 18 is officially married, he/she is not required a consent of a legal representative to obtain a passport.
    • Two color biometric photos (photos may be taken in branches of the Public Service Development Agency for 3 GEL per set).

    A travel document of refugee is issued for free within 10 business days;

     The document is valid for the term of two years.

Terms and fees of issuance of passport

    • Tenth business day – 100 GEL
    • Fifth business day – 120 GEL
    • Third business day – 150 GEL
    • Second business day – 190 GEL
    • The same day – 205 GEL

Discounts

The following categories of people are eligible to discounts when obtaining a passport of citizen of Georgia and a travel document:

 

  • Participants of World War II – free of charge;
  • Georgian citizens who became disabled during the fight for territorial integrity, liberty and independence of Georgia;
  • Veterans of war and armed forces and internally displaced persons – 50%;
  • Persons with clear and notable disabilities – 50%;
  • Foreign citizens whom President of Georgia granted citizenship of Georgia in accordance with the Constitution of Georgia – free of charge;
  • Persons under the age of 18 – 50%;
  • Students who hold electronic ID (residence) card of student are eligible to 5% discount on the service fee – 95 GEL (instead of 100 GEL).

Replacement of passport

A passport shall be replaced if one of below occurs:

 

  • Change of name or surname;
  • Inaccuracy in the data;
  • Use-up of pages intended for visas;
  • Expiry of validity term;
  • Unfit to be used because of damage, wear or loss.

 

In case of loss of passport, apply to any branch of the Public Service Development Agency or Public Service Hall.
