The issuance of PIN codes for an electronic identity card

Those wishing to obtain new PIN codes for electronic identification can contact the offices of the Public Service Hall, community centers and territorial offices of the Public Service Development Agency.

Individuals with electronic identity and residence cards who have lost their PIN codes are eligible to receive new codes. These codes will be mailed to them in specially sealed envelopes.

To update a PIN code, a citizen should appear at a Public Service Hall office, community center or territorial office of the Agency and present their electronic identity/residence card. The procedure is straightforward and does not involve leaving a card with an operator, so the service can be obtained without delay.

The PIN code allows citizens to access the features of an electronic identity/residence card, such as a qualified electronic signature, for example. These electronic features are enabled by certificates issued by the Agency, which are linked to the identity/residence card and are valid for two years and six months.

A qualified electronic signature has been successfully implemented on the citizen portal (my.gov.ge) and in several other governmental agencies, it is currently used to sign various types of documents and contracts. This method of signing a document is convenient. In business transactions, individuals no longer need to leave their homes or offices to sign documents, leading to paper and, more importantly, time saving. A document can be signed from any location in the world.

According to the legislation of Georgia, a qualified electronic signature serves as an alternative and legally equivalent to a traditional paper signature. A qualified electronic signature is generated in accordance with strict security protocols. In addition to verifying the identity of the signatory, it also ensures the integrity of the document by preventing any unauthorized modifications to the signed document – it is impossible to make any changes to a signed document unnoticeably. To promote the use of electronic signatures, the reader is provided free of charge for all individuals who need to restore their PIN codes. Alternatively, it can be obtained at Public Service Halls, community centers and territorial offices of the Agency.

The possibility to update PIN codes will greatly facilitate the widespread adoption of secure and convenient electronic services across the country. If you are aware of the PIN code, you can use the electronic features of the certificate, such as a qualified electronic signature, and renew expired certificates without leaving your home or office. This can be done using a special software program published on our website (https://id.ge/) and a card reader.

Among other qualified and trust services, it is worth noting a qualified electronic stamp, which is designed for legal entities. The security of this service, such as the qualified electronic signature, is ensured through strict compliance with modern international standards.

The Public Service Development Agency started issuing stamp certificates in July. At present, the Agency is the sole provider of qualified trust services in the country, actively contributing to the development of electronic government in our country.
