About Agency

Public Service Development Agency is a Legal Entity of Public Law (LEPL) under the governance of the Ministry of Justice of Georgia. 

The Agency provides services to both Georgian and foreign citizens ensuring maximal compliance with the international standards, democratic values and protection of personal data security.  

Public Service Development Agency is committed to facilitation of public service development, introducing new, innovative customer-oriented services, maintaining and continuously improving the civil registry, supporting national or international projects and reforms essential for the development of the country.  

The main functions of the Agency are: registration of civil status acts and issuance of registration certificates; issuance of identity documents and registration at an address/de-registration; support of making of the unified list of voters; issuance of Apostille for documents and legalization; provision of qualified trust services and further development of related processes.  

The Agency made a significant contribution to the process of introducing and maintaining the visa-free regime with the EU countries for Georgian citizens. Ensuring the document security was one of the major objectives of the successful implementation of the Visa Liberalization Action Plan in cooperation with the European Union. The reliability of high-technology and highly secured identity documents issued by the Public Service Development Agency – electronic identity card and biometric passport – is internationally recognized.    

Public Service Development Agency successfully passed the international audit of compliance with the standards of the European Union and fully met the requirements for the qualified trust service provider. Currently the Agency is the only entity in the region, which is certified in accordance with the requirements of the European regulations.       

Personal data protection is one of the major priorities of the Agency. Proceeding from its specific scope of activity, the Agency holds data of national importance, including the information on Georgian citizens, stateless persons having the status in Georgia, registration of aliens, civil status acts related to natural persons, citizenship status etc. To ensure proper protection of the personal data, the Agency, as holder of the largest population database and issuer of identity documents, is always focused on enhancement of its abilities, sharing international experience and raising awareness about the personal data protection.     

Public Service Development Agency conducts the procedure as prescribed by the legislation for applications of citizens regarding the issues of Georgian citizenship, prepares final report on the issues of acquisition and termination of Georgian citizenship and submits it to the President of Georgia. The Agency also conducts the procedures as prescribed by the legislation for applications of citizens regarding emigration permit, postponement of the obligation to leave Georgia and issuance of all types of residence permit and makes relevant decisions.      

Within the framework of the ongoing public administration reform, for the first time in Georgia, public service development strategy for 2022-2025 was developed and approved by the Government. The strategy aims to introduce unified approaches in public service design, delivery, quality assurance and costing for further simplification and accessibility of customer-oriented services. The Public Service Development Agency coordinates the implementation of the service delivery component of the public administration reform, including the aforementioned strategy.      

Public Service Development Agency represents the Secretariat of the State Commission for Migration Issues established with the support of the European Union. For effective management of the migration processes and coordination of the competences delegated to different agencies, the Secretariat provides analytical and administrative support to the State Commission for Migration Issues. Moreover, the Secretariat is the national contact person of the European Migration Network of the European Union experts in the field of migration.

The Agency provides support to different state agencies by sharing IT infrastructure and software development, as well as by personalization of identity documents and introduction of control systems.
