Birth is a fact of legal significance subject to compulsory registration.
Public Service Development Agency provides registration of birth of a child of a Georgian citizen, a child of a stateless status holder in Georgia who was born abroad and the birth of a child born in Georgia.
A medical institution shall send an electronic notification about the birth of a child in Georgia to the territorial office of the Public Service Development Agency, which registers the birth and subsequently a birth certificate is issued.
If a child was born outside the medical institution or in other country, the parent may apply to the registration authority for registration.
Head of a custody and guardianship authority or of a fostering institution may apply to the territorial office of the Public Service Development Agency for registration of birth, if the person whose birth has not been registered is the ward of such institution or is under its custody and guardianship.
A citizen may file an application for birth certificate at the territorial office of the Public Service Development Agency, Public Service Hall or electronically via the Distance Service Unit of the Agency.
An application for birth registration can also be filed by:
• One of the parents;
• An authorized person of the parent;
• An authorized person of a custody and guardianship authority;
• An authorized person of a medical institution where the child was born;
• An authorized person of Administration (City Hall), if the child was born outside a medical institution without assistance of the person authorized to issue a medical certificate.
Married parents shall submit the following documents for registration of the birth of the child:
• Marriage certificate;
• Identity documents.
Unmarried parents/parent shall submit the following documents for registration of the birth of the child:
• Identity documents;
• An unmarried mother shall submit an identity document for registration of the birth of the child.
Note: if one of the unmarried parents or both of them are minor, the birth certificate of the child’s mother and/or father, a written consent of the parent or other legal representative for recording a person as the child’s father shall also be submitted.
The documents provided for by this procedure shall be submitted to the competent authorities materially.
It is not necessary to submit documents, if information provided in the relevant document is kept in the electronic database of the Public Service Development Agency.
Documents issued (certified) in other country (except identity documents) shall be submitted only if they are duly legalized or apostilled, along with notarized translation, in accordance with the procedure prescribed by the legislation of Georgia.
Terms and fees
Birth shall be registered no later than the next working day from submission of the documents provided for by the law.
Birth certificate is issued free of charge.
