Any alien who has been granted a residence permit, as well as a refugee or a holder of humanitarian status shall be obliged to obtain a residence card regardless of their age.
To obtain a residence card, a person concerned shall apply to the territorial offices of the Public Service Development Agency or the branches of the Public Service Hall.
There are two types of residence cards: Temporary and Permanent.
Temporary residence card is issued to temporary residence permit holders, refugees and humanitarian status holders.
Permanent residence card is issued to a person who has been granted a permanent residence permit upon the decision of the Agency.
A person who is about to obtain his/her first permanent residence card shall submit the following documents to the Agency:
Note: A person under 16 shall be registered together with his/her parents, guardian, custodian, or any other legal representative. In this case, no grounds for registration are required
To renew a residence card, an interested person shall submit the following documents to the Agency:
Proof of payment of the fee
A holder of a temporary residence permit is registered on the basis of personal application.
A person who is about to obtain his/her first temporary residence card shall submit the following documents to the Agency:
Note: Refugees and humanitarian status holders are not required to get registered.
Residence card is cancelled:
10th working day – GEL 60;
5th working day – GEL 80;
3rd working day – GEL 100;
2nd working day – GEL 120;
The same day – GEL 150.
A temporary residence card is issued for the duration of the term of validity of temporary residence permit.
A temporary residence card is issued to a refugee for a period of three years.
A temporary residence card is issued to a holder of humanitarian status for a period of one year.
