Electronic identity card 

Electronic identity card is a primary document proving citizenship and identity of a person.

Electronic identity card is a secure, reliable and high-technology document protected against fraud.  

The electronic carrier of the card also provides online authentication and electronic signature that may be used at the discretion of the holder. Namely, the electronic identity card enables signing a document with a qualified electronic signature.    

Electronic identity card complies with the International Civil Aviation Organization (ICAO) regulations and may be used for its intended purpose on the territory of the country and outside the country as well as a travel document.       

Currently the electronic identity card holders may travel to Turkey, Armenia and Ukraine. 

Obtaining of Georgian identity card 

A Georgian citizen having reached 14 years of age  is obliged to obtain an identity card within the term of 6 months. Identity card may also be issued to a Georgian citizen under the age of 14. The obligation does not apply to Georgian citizens residing abroad.   

An application for an electronic identity card may be filed at the territorial office of the Public Service Development Agency, Public Service Hall or remotely, through the  Distance Service Unit of the Agency.   If issuance of a document and registration at an address is provided at the same time, an application may be filed at the territorial office of the Agency or the Public Service Hall branch according to the residential address.

Documents required for obtaining of the identity card

A citizen applying for the identity card for the first time shall submit:

A person shall be obliged to change the identity card in the following cases:

a) When changing a residential address, except the case when a person holds an electronic identity card;   

b) Expiration of the term of validity;

c) Change of first name or surname;

d) If inaccuracy is identified in the record;

e) If the document is unusable (worn out, damaged) or lost.

Electronic functions of the identity card

An electronic identity card contains the same electronic data of the holder as are displayed on it visually – given name, surname, date of birth, place of birth, citizenship, sex, personal number, photo, signature of the holder, name of the issuing authority, date of issue and date of expiry of the card. The card does not contain the address of the card holder either electronically or visually. The data are entered in compliance with the International Civil Aviation Organization (ICAO) regulations which significantly simplifies the process of verification of authenticity of the electronic identity card.

The card also contains the data requisite for online authentication and electronic signature – certificates, keys and codes protecting from unauthorized access (PIN codes).   

The legislation of Georgia strictly provides provisions for the procedure of entry of additional information about the person into the electronic identity card – the aforementioned shall be implemented only within the predetermined limits and only with the consent of the person.    

 
Electronic signature  

An electronic document may be signed with an electronic  signature using the electronic identity card.    

Specific data – electronic  signature certificate and the relevant key are entered into the electronic identity card providing such protection of the electronic document that on the one hand ensures your, as the holder’s, identification and on the other hand, after signing of the document, any change made to it automatically invalidates your signature. Proceeding from the particular significance of such features, 6-digit PIN code set by the holder with the use of the 5-digit code handed over to them in a sealed envelope provides protection from unauthorized access.      

Electronic  signature may be used anywhere when confirmation of the person’s will is requested; For instance, when signing an agreements or submitting tax forms.

What needs to be done in case of loss of the electronic identity card

Immediately contact the territorial office of the Public Service Development Agency, Public Service Hall branch or the Distance Service Unit of the Agency at 2 405 405 in case of loss of the electronic identity card.

Authentication and electronic signature certificates shall be blocked by the Agency and nobody shall be able to use the card even if your secret PIN codes become known to anyone. Online verification systems shall automatically reject an attempt of access via this card and the legal force of the electronic signatures affixed after annulment shall be invalid.
