Passport of a citizen of Georgia
Passport of a citizen of Georgia is a document confirming the identity and citizenship of a Georgian citizen both inside and outside Georgia. Passport is a property of Georgia and is issued to citizens of Georgia of any age, thus enabling them to leave Georgia, travel abroad, and enter Georgia. The holder of the passport is responsible for keeping it safe and using for its intended purpose.
Biometric passport
Compared to an ordinary passport, a biometric passport additionally has an electronic carrier containing personal data, an electronic photo and fingerprints of a holder. Biometric passport is a highest technology and counterfeit-protected travel document.
The use of a biometric passport aims at complete identification of a person. The transition to the biometric passport issuing system significantly increases the reliability of the documents issued by Georgia.
Issuance of a passport of a citizen of Georgia
Documents required to obtain a passport:
• ID card;
• Color photo (you can take a photo at the Public Service Hall or at the territorial office of the Public Service Development Agency, price – GEL 5);
• In case of changing the passport, the old passport shall be submitted.
A passport is issued to an adult for a term of 10 years.
To obtain a biometric passport of a citizen of Georgia, apply to any territorial office of the Public Service Development Agency, any branch of the Public Service Hall, and Diplomatic Representation and consular office of Georgia abroad or enjoy an online service.
Terms and fees of service
On the 10th working day – GEL 150;
On the 5th working day – GEL 180;
On the 3rd working day – GEL 225;
In 24 hours – GEL 300;
On the same day – GEL 350.
Issuance of a passport of a citizen of Georgia to a person under 16 years of age
Required documentation:
• Birth certificate;
• ID card, if a person turned 14 before issuance of the passport;
• Consent of both parents on obtaining of a passport (consent form is filled out in front of an authorized employee or in the notary’s office);
• ID cards of both parents;
• Color photo (you can take a photo at the Public Service Hall or at the territorial office of the Public Service Development Agency; price – GEL 5).
Note: A request for a biometric passport can be made by a person who has reached the age of 14 or his/her legal representative.
Issuance of a passport of a citizen of Georgia to a person between 16 and 18 years of age
Required documentation:
• Birth certificate;
• ID card;
• Consent of one of the parents to obtain a passport (the consent form is filled out in front of an authorized employee or in the notary’s office);
• A minor between 16 and 18 years of age, if he/she is in a registered marriage, does not need the consent of his/her legal representative to obtain a passport;
• Color photo (you can take a photo at the Public Service Hall or at the territorial office of the Public Service Development Agency; price – GEL 5).
Note: A request for a biometric passport can be made by a person to whom the biometric passport is to be issued, or a legal representative.
A passport is issued to a minor between 16 and 18 years of age for a term of 3 years.
Issuance of a passport of a citizen of Georgia abroad
A biometric passport is issued to a citizen of Georgia residing abroad if a biometric document has been issued in his/her name, and biometric data can be reused for issuing a new biometric passport.
There are 3 ways to repeatedly issue a biometric passport in the name of a Georgian citizen residing abroad:
1. Biometric passport can be repeatedly issued by means of online service.
In case of filing the application online:
Biometric passport is prepared in 2 working days and delivered to a person specified in the electronic application or shipped out.
Biometric passport fee is GEL 300.
2. It is possible for your authorized person to visit any territorial office of the Public Service Development Agency or any branch of the Public Service Hall, submit a notarized power of attorney for the issuance of a biometric passport and fill out the application form on the spot.
The following terms and fees are established for issuing a biometric passport through a representative:
Fee for issuance on the 10th working day – GEL 230;
Fee for issuance on the 5th working day – GEL 300.
3. You can contact the diplomatic or consular representation of Georgia abroad and obtain a biometric passport with their help. In such case:
Biometric passport is prepared within 45 days after submitting the application;
The fee for the document is USD 50.
Travel passport of a stateless person
Travel passport is issued to a person holding the status of stateless person in Georgia for the purpose of leaving Georgia, moving abroad and entering Georgia.
Required documentation:
• Residence card;
• Color photo (you can take a photo at the Public Service Hall or at the territorial office of the Public Service Development Agency; price – GEL 5);
• To pick up a passport – a receipt of the payment of the service fee;
• In case of passport change – old passport.
Documents required for issuing a travel passport in the name of a minor under the age of 16:
• Birth certificate;
• Residence card (regardless of age, one shall have a residence card);
• Consent of both parents to obtain a passport (the consent form is filled out at the territorial office of the Public Service Development Agency, a branch of the Public Service Hall or in a notary’s office);
• ID card of one of the parents (original);
• Color photo (you can take a photo at the Public Service Hall or at the territorial office of the Public Service Development Agency; price – GEL 5).
Documents required for issuing a travel passport in the name of a minor between 16 and 18 years of age:
• Birth certificate;
• Residence card (regardless of age, one shall have a residence card);
• Consent of one of the parents to obtain a passport (the consent form is filled out at the territorial office of the Public Service Development Agency, at the Public Service Hall or in the notary’s office);
• ID card of one of the parents (original);
• A person aged 16 to 18, if he/she is in a registered marriage, does not need the consent of his/her legal representative to obtain a passport;
• Color photo (you can take a photo at the Public Service Hall or at the territorial office of the Public Service Development Agency; price – GEL 5).
A travel passport is issued for a term of 2 years.
If less than 2 years remain before the expiration of the residence permit issued to a person, a travel passport is issued for the period of validity of the residence permit.
Note: For a stateless person who held a permanent residence permit before June 27, 2012, the travel passport is valid for 5 years.
To obtain a travel passport, apply to the territorial office of the Public Service Development Agency or the branch of the Public Service Hall.
Refugee travel document
Refugee travel document is issued to a person with refugee status for the purpose of leaving Georgia (except for the country of his/her own citizenship, the country of his/her former permanent residence or those states where his/her condition and condition of his/her family members is not considered safe), moving abroad and entering Georgia.
Required documentation:
Residence card;
• Color photo (you can take a photograph at the Public Service Hall or at the territorial office of the Public Service Development Agency; price – GEL 5);
• In case of passport change – old passport.
To obtain a refugee travel document, contact the territorial office of the Public Service Development Agency or the branch of the Public Service Hall.
Travel passport of a humanitarian status holder
Travel passport of a humanitarian status holder in Georgia (hereinafter – Travel Passport) is a document confirming the identity and citizenship status of the relevant person both in Georgia and abroad. In case of issuing a travel passport to a humanitarian status holder, the status of its holder is indicated on this document.
A travel passport is issued to a humanitarian status holder in Georgia for a term of 1 year.
Documents required for issuing a travel document in the name of a minor under the age of 16:
• Birth certificate;
• Residence card;
• In the case of a person under 16 years of age – consent of both parents to obtain a passport (the consent form is filled in at the territorial office of the Agency or in the notary’s office);
• ID card of one of the parents (original);
• Color photo (you can take a photo at the Public Service Hall or at the territorial office of the Public Service Development Agency; price – GEL 5).
Documents required for issuing a travel document to a minor between 16 and 18 years of age:
• Birth certificate;
• Residence card;

Refugee travel document is issued free of charge within 10 working days.
The validity term of the document is 2 years.
Terms and fees of service
The fee for a biometric passport for an adult is GEL 150 and is issued on the 10th working day.
In case of expedition of the term for document preparation, an expedited service fee is added to the basic fee and the cost is:
On the 5th working day – GEL 180;
On the 3rd working day – GEL 225;
In 24 hours – GEL 300;
On the same day – GEL 350.
The fee for a biometric passport for a minor is GEL 75 and is issued on the 10th working day.
In case of expediting the preparation of the document, an expedited service fee is added to the basic fee and the cost of the document is:
On the 10th working day – GEL 75;
On the 5th working day – GEL 105;
On the 3rd working day – GEL 150;
In 24 hours – GEL 225;
On the same day – GEL 275.
The fee for the second and each subsequent active biometric passport is GEL 130 and is issued on the 10th working day.
In case of expediting the preparation of the document, an expedited service fee is added to the basic fee, and the document fee amounts to:
On the 10th working day – GEL 130;
On the 5th working day – GEL 160;
On the 3rd working day – GEL 195;
In 24 hours – GEL 250;
On the same day – GEL 270.
A biometric passport is issued to a citizen of Georgia residing abroad in 2 working days using the online service of the Public Service Development Agency. The fee is GEL 300.
Note: In this case, the exemptions provided for issuing the document do not apply.
Terms and fees of issuing a biometric passport through an authorized person:
On the 10th working day – GEL 230;
On the 5th working day – GEL 300.

Exemptions
When obtaining a Georgian citizen and travel passport, exemptions are provided for the following categories:
• Participants of the World War II – free of charge;
• Persons with disabilities, whose abilities were limited as a result of participation in military operation for the territorial integrity, freedom and independence of Georgia (citizens of Georgia) – free of charge;
• Veterans of war and military forces and internally displaced persons – 50 %;
• Persons with severe and significant disabilities – 50 %;
• A citizen of a foreign country who has been granted Georgian citizenship in accordance with the Constitution of Georgia, if the initiator of the granting of citizenship is the President of Georgia – free of charge;
• Persons under 18 years of age – 50 %;
• Students, to whom an electronic ID (residence) card with student status has been issued, are exempt from paying the service fee by 5%.
Changing a passport
Changing a passport is required in the following cases:
• if the first name or the last name is changed;
• if inaccuracies are determined in the record;
• if the pages intended for visas have been used up;
• upon expiration of the validity of the passport;
• if the document becomes unfit for use because it is worn-out, damaged or lost.
