Systematic address assignment 2022-2024

“By the beginning of 2024, nearly every village in Georgia will have been assigned addresses and a home address has been precisely defined for each individual, which is an almost integral part of a person’s identity”, – stated the Minister of Justice Rati Bregadze in his speech to Parliament, in the format of a Minister’s Hour. Since 2015, the Ministry of Justice, LEPL Public Service Development Agency, in collaboration with LEPL Public Registry Agency, has been implementing a project aimed at improving the address assignment system in Georgia. The project’s goal is to establish a comprehensive address system throughout the country and enhance the unified database of the population registry. The key components of this project include: • The establishment of a continuously updated registry, carried out in close cooperation with the Public Service Development Agency and the National Agency of Public Registry. • Identification of citizens based on updated addresses obtained from the National Agency of Public Registry through field teams. This process involves clarifying any changes in address data that may have occurred. • Verification of corrected address blocks and detection of errors in data relating to addresses.

To date, the address register contains 500 214 addresses and 3 208 554 records from 67 locations in the country. Additionally, in the period 2013 to 2020, fieldwork on address assignment was conducted for the first time in approximately 900 villages.
