Modern electronic document management system compliant with the maritime standards was developed and initiated by the Public Service Development Agency for the LEPL – Maritime Transport Agency of the Ministry of Economy and Sustainable Development. The status of legal and secure documents of international standard was granted to maritime documents issued by Georgia as a result of the implemented activities. By resolution of the European Commission, seafarer certificates issued in Georgia allow seafarers to work on vessels of the EU member states (http://europa.eu/rapid/press-release_IP-13-1152_en.htm).
Introduction of the electronic document management system facilitated normalization of the process of study and work of seafarers at an international level. Moreover, since 1 July 2014, for the first time in 15 years, the reliability of the state maritime flag of Georgia has been advanced in the world maritime flags rating and has officially moved from the black list to the grey list.
